Bihar Police Didi's Get Scooters: A Big Push for Women Safety

Why in news?

Ahead of Raksha Bandhan, Bihar took a strong step for women's safety. Chief Minister Samrat Choudhary flagged off 4,700 new two-wheelers from Gyan Bhawan, Patna, for the 'Abhaya Brigade,' popularly known as Police Didi. Out of these, 2,700 scooters have been given to women police personnel and 2,000 motorcycles to male constables, as per the Home Department.

What is Abhaya Brigade?

The Abhaya Brigade was announced by Bihar Police Headquarters in December 2025. The idea was mooted by then Home Minister Samrat Choudhary to deploy special squads outside schools and colleges to curb eve-teasing and harassment. As per DGP Vinay Kumar, nearly 40,000 women have joined the police force and have been trained and deployed across districts. This brigade gives dedicated mobility to them.

How will it work on the ground?

The focus is clear—schools, colleges, university campuses, and adjoining areas. The DGP informed us that 2-hour beats have been fixed in cities centered around colleges, with patrol timings matching arrival and dispersal hours of students. When institutions are closed, teams will patrol surrounding markets, parks, isolated routes, and transit points.

Structure-wise, every police station will have one Abhaya Brigade unit headed by a woman sub-inspector supported by three constables—one woman and two men. Their mandate is to identify harassment hotspots, take lawful action against offenders, stay in touch with educational institutions, and spread awareness about Dial-112 emergency service.

Why does it matter?

Home Secretary Pankaj Kumar called it a new milestone for women's security. The scooters will give better mobility to women cops and improve visibility in policing. CM Choudhary also said the response time of emergency service 112 has come down to below 10 minutes, and the target is to bring it to 5-7 minutes.

Beyond Policing—Other Announcements

The same event also saw two important women-centric launches:

Chief Minister Balika PhD Fellowship: Around 1,000 women students will get Rs 10,000 per month for four years for higher education and research.

Bihar Ki Beti Startup Challenge: Financial help of Rs 50,000 to Rs 2 lakh for 2,100 women entrepreneurs. The government reiterated its target of linking one crore women with employment and self-employment, including dairy and animal husbandry.
